Norfolk City Councilman Arrested For DUI

NORFOLK - A Norfolk City Councilman was arrested early this morning for DUI and was also charged with refusal to submit to a chemical test. Norfolk Police Captain Mike Bauer says 35-year-old Joshua Moenning was arrested at around 1:15 this morning after a report of a parked car in the middle of the road in the 200 block of North 10th Street.
Moenning was arrested by the responding officer after a field sobriety test and preliminary breath test. He refused the chemical test while at the Norfolk City Jail. This was Moenning’s first offense of driving under the influence. Moenning also serves as district director for First District Congressman Jeff Fortenberry. He was housed in the Norfolk City Jail until being released on cash bond. Moenning released at statement today, saying “I am very embarrassed and I take full responsibility for the incident. I apologize for disappointing my family, my community and everyone else who has placed their trust in me. I will let the legal process take its course and accept the consequences.”
